Status Update
This site was issued a No Further Action Letter from Ecology on May 19, 2016. An environmental covenant was also removed from this Site.
Site Background
The Site is located at 212 S. 3rd Street in Renton (King County Parcel number 0007200115 and 0007200116).
The Site was cleaned up under Ecology's Voluntary Cleanup Program (VCP). Under the VCP, property owners clean up their property with technical assistance and regulatory review from Ecology. During the VCP cleanup process, Ecology required that the Environmental Covenant be recorded for the property to restrict modifying or removing the existing structure in any manner that may result in the release or exposure to the environment from the contaminated soil or create a new exposure pathway. This is to protect the human health and the environment.
The property was developed as a residential property in 1936 and then converted into a restaurant. The property is currently vacant. The release at the property was from a heating oil tank north of the existing building on the Property and grease trap.
In 2007, the heating oil tank was excavated and removed from the property. Diesel-range petroleum hydrocarbons (DRPH) were present in the soil and groundwater at the excavation site. In addition to removal of the tank, 101 tons of petroleum contaminated soil (PCS) was removed and 10,700 gallons of contaminated groundwater was pumped from the excavated area.
In 2013, seven soil borings were drilled in the basement of the building adjacent to the north wall, in the area that contaminated soil samples were collected in 2008. soil samples collected at 5.5 to 12 feet deep and groundwater samples from all borings did not have detectable levels of DRPH. Consequently, soil and groundwater was not expected to be contaminated beneath the building.
In 2015, the grease trap was removed and 24.49 tons of PCS along the north wall of the building was excavated to a depth of 12 feet. Contaminated soil was removed and transported offsite. Sidewall samples collected after excavation were below the cleanup level in soils.
In 2015, two boring were installed hydraulically down gradient of the contaminated soil to confirm that groundwater is not impacted by DRPH contamination. No contamination was detected in samples at either location. Ecology is proposing to remove the Environmental Covenant.
