This former dangerous waste management facility is located in the Camas-Washougal Industrial Park, near the Columbia River. Burlington Environmental Inc. (Burlington) has owned this 5.2 acre site since 1985 and currently operates a transfer facility here.

Between 1978 and 1985 the former owner, McClary Columbia Corporation (MCC), manufactured phenolic resins and recycled used oil. MCC also produced chemicals and defoamers used for water treatment and in the pulp and paper industry. MCC converted the phenolic resin plant into a waste solvent recovery system.


Numerous spills and releases occurred at the site. In 1985, initial investigations found solvents in groundwater.  

Contaminants in soil and groundwater include:

  • Volatile organic contaminants (VOCs)
  • Semi-volatile contaminants (SVOCs)
  • Metals

In 1992, the Department of Ecology (Ecology) and the U.S. Environmental Protection Agency (EPA) issued a dangerous waste management permit to Burlington. The permit required Burlington to close dangerous waste management units and to perform corrective action, or cleanup, of releases of dangerous wastes.
Prior to expiration of the permit in 2002, Burlington closed of all of the dangerous waste management units at their facility, including the removal of a tank farm and excavation of contaminated soils beneath the tank farm.
Under the remaining portion of the permit, Burlington is required to monitor groundwater, complete remedial investigation (RI) and feasibility study (FS) reports, and develop a cleanup action plan (CAP) according to the Dangerous Waste Regulations and the Model Toxics Control Act (MTCA) Cleanup Regulation.
Burlington completed the final draft of their RI report on the nature and extent of contamination at the site.  Burlington is currently completing the final draft of the FS report evaluating cleanup technologies. The draft final RI and FS reports will be released for public review along with a draft cleanup action plan.
