Site Background
The area comprising the Site has historically been used as a bulk fuel storage facility, first as the Wilkins Distributing Bulk Plant and Cardlock by Wilkins Distributing Company/Nordic Properties from the 1940s to 1992, then as the Port Orchard Bulk Plant and Cardlock between 1993 and 2003. The former fuel storage facility on the property used both aboveground and underground storage tanks (ASTs/USTs) for the storage and distribution of gasoline and diesel fuel. Eight ASTs installed between 1965 and 1989 on the western portion of the Site were removed in early 2004. Currently, the property comprising the Site is vacant and gravel-covered.
During the Site investigation, soil and groundwater sampling at the Site found concentrations of several petroleum-based contaminants to be above acceptable levels, as a result of the operation of the former bulk fuel storage facility. These contaminants include:
- Gasoline-range petroleum hydrocarbons (GRPHs)
- Diesel-range petroleum hydrocarbons (DRPHs)
- Benzene, toluene, ethylbenzene and total xylenes (BTEX)
Status:
The cleanup action at the Site was conducted in several phases between 2007 and 2009, and included the following activities:
- Two separate chemical injections to treat non-excavated soil at the Site
- Excavation of the remainder of a historic gasoline pipe which connected the two soil excavation sites
- Additional soil sampling
- Groundwater monitoring
Soil samples from the two excavation sites and groundwater samples collected after the cleanup action was completed found contaminant levels to be below acceptable levels. Two areas along the border of the first excavation site, where higher residual levels of contaminants remain, have been capped by asphalt pavement in order to prevent further risk to humans or the surrounding environment.

Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
