This report includes both permit violations and permit triggers. Permit triggers are not violations but rather when triggered require the permit holder to take an action defined in the permit. Benchmark exceedances and design criteria (85%) exceedances are permit triggers and not permit violations.
If the “is addressed” column in this report states “yes” then Ecology has taken an informal or formal action to address the violation or permit trigger. It does not refer to any action taken by the permit holder. Ecology’s performance goal is to address all permit violations for individual permits. The report includes NA (not applicable) for general permits.

The reported value is accurate and it exceeded the limit in the permit. However, I question whether the limit is appropriate for a short-duration, intermittent discharge. The reported value represented the average concentration discharged over 1.5 hrs into the Green River. Based on ambient sampling done at the time of this discharge, it did not appear to cause an exceedance of the water quality standard for the river.
