Description This technical report was prepared as part of the Puget Sound Naval Shipyard project, ENVironmental InVESTment (ENVVEST), to improve the environmental quality of the Sinclair-Dyes Inlet Watershed in Kitsap County, Washington.

The is a cooperative project among the U.S. Navy, U.S. Environmental Protection Agency, Washington State Department of Ecology, the Suquamish Tribe, Kitsap County, City of Bremerton, City of Port Orchard, and other local stakeholders.
