Description Sinclair and Dyes Inlets are marine water bodies on the west side of Puget Sound in Washington State. Fecal coliform bacteria pollution in the two inlets and in freshwater tributaries poses a risk to human health and limits the marine waters where shellfish can be harvested safely. To address the FC pollution, the Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF), U.S. Environmental Protection Agency (EPA), Ecology, and other stakeholders cooperated as part of Project ENVVEST (an acronym for Environmental Investment) to develop a TMDL for Sinclair and Dyes Inlets and freshwater tributaries. The TMDL defines water quality goals and the Implementation Plan assigns responsibilities for actions and programs that will reduce fecal coliform and enable the watershed to meet standards by 2016.
