| Description | This document provides an overview of the Cap-and-Invest Program linkage process and timeline. The Climate Commitment Act directs Ecology to evaluate whether to link Washington’s carbon market with those of other jurisdictions after getting public input and assessing potential impacts. Following more than three years of rigorous analysis and public engagement, Washington determined that linkage with California and Québec meets the criteria set in law. |
