Description ​​The Department of Ecology completed an Environmental Justice Assessment for the potential linkage of the Cap-and-Invest carbon market with the California-Québec carbon market. Ecology considered potential impacts of linkage to Tribes, overburdened communities, and vulnerable populations.

​Ecology shared a draft Environmental Justice Assessment in April 2026 then updated and completed this Environmental Justice Assessment after reviewing comments received during the spring 2026 comment period.​
