Description The Climate Commitment Act (CCA) directs Ecology to evaluate whether to link Washington’s Cap-and-Invest carbon market with those of other jurisdictions and provides specific criteria that must be met to do so.

This report includes background on linkage, a summary of input received, and Ecology’s evaluation and findings on the linkage criteria from the CCA. The report will inform the Director of Ecology's decision whether to link.
This report is an update to the Cap-and-Invest Linkage Criteria: Preliminary Analysis Report issued in October 2023.
Ecology will issue final findings on the linkage criteria prior to making a decision whether to sign a linkage agreement.
