Description Ang film na matubig na bumubuo ng bula (aqueous film-forming foam o AFFF) ay ginagamit sa pag-aapula ng apoy na sanhi ng mga nakasusunog na likido, tulad ng langis o gasolina. Ang AFFF ay naglalaman ng mga nakakalasonng kemikal na hindi madaling masira at maaaring negatibong makaapekto sa kalusugan ng tao at sa kapaligiran.

Ang Pagahayag na ito ng Pinal na Programatikong Pahayag sa Epekto sa Kapaligiran ay nagbibigay ng impormasyon sa kapaligiran at pampublikong kalusugan na kailangan para sa isang matalino at malinaw na desisyon sa kung paano ligtas na itapon ang AFFF na nakaimbak sa mga munisipal na departamento ng bumbero ng Estado ng Washington.
