Description This document is for manufacturers who are using Option 2 under the Interim Policy on Lead in Cosmetics for one or more of their products. Its purpose is to inform and support manufacturers in their data collection efforts by providing relevant information, context, and resources. It also describes the governing law and policy, why we need the information, what we’ll do with it, when and how to submit it, and how to request confidential treatment of your information.

The Toxic-Free Cosmetics Act restricts the manufacture, distribution, and sale of cosmetic products containing nine chemicals and chemical classes, including lead and lead compounds. Effective January 1, 2025, cosmetic products must not include intentionally added lead or lead impurities over 1 part per million (ppm).
