| Description | Washington’s environmental cleanup law, the Model Toxics Control Act (MTCA), requires that cleanups not only protect your health and environment, but also use “permanent solutions to the maximum extent practicable” (RCW 70A.305.030(1)(b)). Permanent solutions are preferred because they don’t require post-cleanup controls (such as land use restrictions) to be protective. However, permanent solutions may not always be practical. The MTCA Cleanup Regulations specify how to determine which protective cleanup alternative is permanent to the maximum extent practicable (PMEP). This is called a PMEP evaluation, and it balances the preference for permanent solutions with the practicability of those solutions. To facilitate semi-quantitative PMEP evaluations, Ecology developed a PMEP Tool in Microsoft Excel and a User’s Manual. The User’s Manual provides instructions and guidance on how to use the PMEP Tool. Both the Tool and User’s Manual are intended for Ecology staff and other persons cleaning up contaminated sites.
