Description Washington’s environmental cleanup law, the Model Toxics Control Act (MTCA), requires that cleanups not only protect your health and environment, but also use “permanent solutions to the maximum extent practicable” (RCW 70A.305.030(1)(b)). The MTCA Cleanup Regulations specify how to determine which protective cleanup option is permanent to the maximum extent practicable (PMEP). Ecology developed a guidance on making cleanups as permanent as practicable. In addition, we also published a PMEP Tool in Excel to perform PMEP evaluations and the PMEP Tool User’s Manual. See the related publications below for web links to these companion publications. We shared the draft guidance and tool for public review and comment. This document provides Ecology’s response to public comments on its draft guidance and tool.
