Description The Model Toxics Control Act (MTCA) is one of Washington’s principal environmental laws that helps protect the health of our residents and environment. This report outlines the estimated financing needed from the MTCA Accounts to conduct critical cleanups of hazardous waste in Washington. The report identifies the projects and grant programs that were included in Washington State Department of Ecology’s budget request to the Governor for the 2017–19 Biennium. The report also spotlights the public financing needed for local governments and the state to conduct cleanups over the next decade, from 2017 through 2027.

Ecology’s MTCA Ten-Year Financing Reports are developed in coordination with local governments. They are produced in September every other year in response to the Legislative requirements outlined in RCW 70.105D.030(3) and (5). The reports are companion pieces to Ecology’s MTCA Biennial Reports that are produced in December every odd-numbered year.
NOTES In January 2017, Ecology updated Financial Tables 6A and 6B in this report for greater accuracy. The updates do not affect the substance or utility of information provided in this report. For details, please see “January 2017 Update” (p. viii) and Tables 6A and 6B in Appendix A (pp. 66 and 73).
