Description | Every two years, the Washington State Department of Ecology is required to provide the Legislature and the public a comprehensive report called the “Model Toxics Control Accounts (MTCA) Ten-Year Financial Report.” We produce this report in coordination with local governments that have cleanup responsibilities. It identifies the projected financial needs to cleanup up contaminated sites that are eligible for funding from the three MTCA accounts: State Toxics Control Account (STCA), Local Toxics Control Account (LTCA), and Environmental Legacy Stewardship Account (ELSA). The Ten-Year Report outlines the estimated financing needed to conduct this cleanup work. It identifies those projects and grant programs that were included in Ecology’s budget request submitted to the Governor for the 2019–21 Biennium. It also spotlights the public financing needed for the state and local governments to conduct cleanups over the next decade. The MTCA Ten-Year Financing Report describes how we plan to spend funds to clean up sites in the upcoming biennium and the next ten years. We produce this report during even-numbered years. Its companion report, the MTCA Biennial Report of Expenditures, describes how we spent cleanup funds over the previous biennium.
