Description This report outlines the estimated financing that Washington state and local governments will need to clean up contaminated sites during the 2023–25 biennium and over the next ten years. It identifies the projects and grant programs that the Washington State Department of Ecology included in our budget request to the Governor for the 2023–25 biennium. It also contains expanded information about our new Affordable Housing Cleanup Grant Program, PFAS contamination, and environmental justice.

The MTCA Ten-Year Financing Report looks to the future with an estimate of cleanup funding needed from the Model Toxics Control Capital Account. We produce this financing report every even-numbered year in coordination with local governments that have cleanup responsibilities. The report is required by Washington’s environmental cleanup law, the Model Toxics Control Act, RCW 70A.305.030(4).

Its companion report, the MTCA Biennial Report of Expenditures, looks to the past and describes how we spent cleanup funds over the previous biennium. We produce our expenditures reports every odd-numbered year in coordination with other state agencies that receive MTCA funds, per RCW 70A.305.030(5).
