Description | Every two years, the Washington State Department of Ecology is required to provide the Legislature and public a report of our activities that are supported by appropriations from the three Model Toxics Control Accounts (MTCA): the State Toxics Control Account (STCA), the Local Toxics Control Account (LTCA), and the Environmental Legacy Stewardship Account (ELSA) (RCW 70.105D.030(6)). This report describes how Ecology spent funds from the MTCA Accounts to clean up contaminated sites in Washington state, from July 1, 2017, through June 30, 2019. It describes the status of the 1,900-plus sites on Ecology’s Hazardous Sites List as of June 2019. The Hazardous Sites List, also known as the HSL, is a subset of the known 6,100-plus sites still remaining on Ecology’s Confirmed and Suspected Contaminated Sites List. In addition to financial data, this report showcases more than 20 MTCA-funded successes, including stories from Ecology, the Department of Health, Washington State Patrol’s Fire Training Academy, and University of Washington’s Tacoma campus. The report also includes operating budget activities, outcomes, and performance measures for Ecology and ten other state agencies, which show how MTCA funds are being spent and how those results benefit Washington’s residents. The MTCA Biennial Report of Expenditures is a description of how we spent funds to clean up contaminated sites over the previous biennium. We produce this report during odd-numbered years. Its companion report, the MTCA Ten-Year Financing Report, describes how we plan to spend cleanup funds over the next biennium and ten years. We produce the “Ten-Year Report” during even-numbered years. |
