Description The Department of Ecology completed a draft Environmental Justice Assessment for the potential linkage of the Cap-and-Invest carbon market with the California-Québec carbon market. Ecology considers potential impacts of linkage to Tribes, overburdened communities, and vulnerable populations.
Ecology will share a final Environmental Justice Assessment that will address additional comments received during the spring 2026 comment period.
