The former Viking Freight Seattle Terminal is located at 18221 E Valley Highway, Kent, WA.  The property is zoned for light industrial and commercial use.

Viking Freight Inc. purchased the Property in the early 1990’s. They converted it into a warehouse and truck depot until 1992. 

Truck service activities included repair and diesel fueling until 1997, when fuel tanks and repair facilities were removed. The facility has also been used as a freight trailer storage.

Between 1991 and 1992, releases at the Site were detected. The Site assessments concluded the presence of petroleum hydrocarbons in soil and groundwater at concentrations above state cleanup levels (Model Toxics Control Act (MTCA) Method A cleanup levels).

The Model Toxics Control Act (MTCA) is Washington’s environmental cleanup law. It provides requirements for contaminated site cleanup and sets standards that protect human health and the environment. Ecology enacts the MTCA and oversees cleanups.

The MTCA site cleanup process is completed in steps over a variable timeline.

What Is The Source Of Contamination?

  • Five leaking underground storage tanks (LUSTs) and the associated fuel dispenser. 
  • Site investigations determined that petroleum hydrocarbons were the chemicals of concern (COCs) in the soil and groundwater.

Underground Storage Tanks Removal 
  • In 1997, a 15,000-gallon underground storage tank (UST) was decommissioned from the fueling area.  The impacted soil surrounding the USTs was excavated and disposed off-Site during the tank closures.  
  • In 1988, four Underground Storage Tanks (USTs) containing gasoline and diesel were removed.

Groundwater Pumping and Treatment
Contaminated groundwater was removed and treated, both on-Site (with permitted discharge to the sanitary sewer) and off-Site at a treatment facility.  From 1987 - 2021, approximately 3 million gallons of impacted groundwater were removed from the site.    

Groundwater samples were collected quarterly from the nine monitoring wells to analyze the contaminants of concerns between February 2011 and June 2021. 

The laboratory data showed petroleum hydrocarbons in monitoring well samples  were below state cleanup levels for at least four consecutive quarterly monitoring events. 

Soil and Groundwater Sampling

Additional soil and groundwater confirmation sampling was conducted between February and June 2022:

  • 11 soil samples were collected at the former 15,000-gallon UST excavation and associated fuel dispenser for analysis.
  • 3 groundwater samples were obtained from monitoring wells RW-1, RW-2 and MW-10 for benzene analysis.  

These samples documented compliance with soil and groundwater cleanup levels.
