Site Location
The Property covers 76,992 square feet (1.77 acres) and is located at 10770 NE 8th Street, on the northwest corner of the intersection of NE 8th Street and 108th Avenue NE in Bellevue, Washington. The Property has historically been associated with the addresses: 10630, 10644, 10660, and 10692 NE 8th Street, prior to redevelopment.
City Zoning
The Property covers 76,992 square feet (1.77 acres). It is zoned by the City of Bellevue as “DT-O-2-N” (Downtown Office).
The Eight Redevelopment Project
Site Background
The Property was first developed with single-family residences in the early-1950s. In 1955, the residences were demolished, and the Property was redeveloped with three commercial buildings:
- East Building – Built in 1956 and used for retail.
- West Building – Built in 1977 and used for retail.
- Central Building – Built in 1955 and used for retail. A dry cleaner operated in this building from 1955 to 1977.
- Auto Repair Building – Built in 1965 and located north of the Central Building. An automotive repair and service business operated in this building from 1990 to 1999.
The buildings were demolished in 2021.

The Property is in an area of known tetrachloroethylene (PCE)-contaminated shallow groundwater. Nearby properties with known contamination include:
- Thinker Toys Site – located 100 feet west of The Eight
- Bellevue Corner UNOCAL 4511 Site – located across NE 8th Street from Thinker Toys
Investigations At The Site (2003 To 2020)
Soil beneath the Property consist of up to 6 feet of fill overlying glacial deposits consisting of a silty sand with discontinuous layers and lenses of silt, sand, and gravel to approximately 90 feet below the ground surface. The interbedded silty sand layer is underlain by a low-permeable silt layer.
Groundwater
Groundwater occurs in two zones:
Shallow, perched zone – Shallow groundwater at the Site occurs in the more permeable soils consisting of sands and gravels from approximately 9 to 40 feet below the ground surface. The shallow groundwater is perched on low-permeable silty layers and lenses and is discontinuous across the Property.
Deep groundwater – Deep groundwater at the Site occurs in glacial sediments at depths of approximately 80 to 90 feet below the ground surface.
Contamination was found in:
- Soil – The contamination was near the dry-cleaning building (Central Building) and the Auto Repair Building up to 40 feet below the ground surface.
- Groundwater – The contamination was found in the shallow groundwater zone beneath the Property.
Soil and groundwater contamination did not extend off the Property.

Model Toxics Control Act
The Model Toxics Control Act (MTCA) is Washington’s environmental cleanup law. It provides requirements for contaminated site cleanup and sets standards that protect human health and the environment. Ecology enacts the MTCA and oversees cleanups.
The MTCA site cleanup process is completed in steps over a variable timeline.
What Was Done To Clean Up The Site?
In 2021, contaminated soil and groundwater were removed from the Property during redevelopment activities. The redevelopment included:
- Excavating soil to a depth of 60 feet across the entire Property to accommodate the new building and subgrade parking garage.
- Removing soil and groundwater contamination that was present up to a depth of 40 feet.
How Much Contamination Was Removed From The Site?
- A total of 16,930 tons of petroleum hydrocarbon-contaminated soil above state cleanup levels were removed.
- A total of 18,963 tons of tetrachloroethylene- (PCE)-contaminated soil (including breakdown products) was removed. This soil was disposed under an Ecology Contained-In Determination.
- A total of 13,867 tons of soil with detections of contaminants excluding chlorinated solvents below state cleanup levels were removed outside of the contaminated area.
- A total of 49,760 tons of soil were excavated from the Property and disposed at an approved offsite disposal facility.
- Confirmational soil sample results confirmed that the contaminated soil had been removed from the Property.
- Contaminated groundwater was removed during excavation activities and disposed with the soil.
