Ecology removed the site from the Hazardous Sites List and the environmental covenant on the property was terminated and removed in 2018.
Periodic reviews are required when institutional controls are required for a site. The environmental covenant for this site has been terminated. Therefore, periodic reviews are no longer required.
Site Background
The Stutz Oil site formerly contained five above-ground fuel storage tanks. In 2001, the property owners found petroleum contamination from gasoline and diesel leaks and spills. Between 2004 and 2005,
The property owners worked with Ecology under the Voluntary Cleanup Program to remove the contaminated soil and treat and monitor the groundwater.
In 2005, the property owners removed about 1,200 tons of contaminated soil and did six quarters of groundwater monitoring. The results showed groundwater met state cleanup levels by 2007. The soil removal was effective in getting rid of the main source of petroleum hydrocarbons contaminating the groundwater.
After the 2005 soil removal, samples showed that petroleum hydrocarbons still remained in soil above cleanup levels. The site was turned into a parking lot and the remaining soil contamination was contained below asphalt pavement. The property owner recorded an environmental covenant for the property in 2009 so that no groundwater could be taken from the property. It also required groundwater monitoring every 18 months. Three rounds of monitoring in 2010, 2011, and 2013 detected no groundwater contamination.
In 2017, additional soil cleanup was conducted. Soil and groundwater tests showed that the cleanup was successful. Ecology has determined that no further action is necessary.
In 2018, Ecology held a comment period from April 16 to May 16 to provide an opportunity for the public to review and comment on Ecology's proposal to remove the site from the Hazardous Sites List and to remove the environmental covenant. Ecology received one comment and it was in support of the proposals.
Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
