This report includes both permit violations and permit triggers. Permit triggers are not violations but rather when triggered require the permit holder to take an action defined in the permit. Benchmark exceedances and design criteria (85%) exceedances are permit triggers and not permit violations.

If the “is addressed” column in this report states “yes” then Ecology has taken an informal or formal action to address the violation or permit trigger. It does not refer to any action taken by the permit holder. Ecology’s performance goal is to address all permit violations for individual permits. The report includes NA (not applicable) for general permits.

The effluent fecal coliform levels were elevated during that week. Then they reduced flows from the Primary Clarifiers to Trickling Filer/Solids Contact System resulting in increasing detention time in the chlorine contact channels. The effluent fecal coliform levels were back to normal. They also took additional effluent samples (fecal coliform, total residual chlorine (TRC)) at the downstream effluent line near the Port Gardner site and compared the sampling results at the South Effluent Pump Station (SEPS). Please see their DMR attachments for data summary. At SEPS location, monitoring data met TRC limits but not fecal coliform weekly Geometric Mean limit. At downstream effluent line location, monitoring data met fecal coliform limits and TRC limits.

Due to unknown reasons, chlorine demands were higher during the monitoring period. To meet fecal coliform limits, excess chlorine feeds were required. They also took additional effluent samples (fecal coliform, total residual chlorine (TRC)) at the downstream effluent line near the Port Gardner site and compared the sampling results at the South Effluent Pump Station (SEPS).
