A release of gasoline and diesel fuels to soil and groundwater was identified during the removal of three underground storage tanks (USTs) in 1992. The nature and extent of petroleum contamination has likely been characterized, and four phases of remediation were completed between 1992 and 2012:

  • Removal and on-site treatment of Petroleum Contaminated Soil (PCS),
  • Groundwater extraction and treatment,
  • In situ chemical oxidation injections to decrease contaminant concentrations in groundwater, and
  • Dual-phase extraction to treat petroleum impacts in groundwater and within saturated soils at and below the groundwater table.

Cleanup at the site succeeded in removing petroleum contaminated soil to a depth of about 28 feet below ground surface (bgs), significantly below the 6 and 15 feet bgs required to prevent direct contact exposure to terrestrial/ecological receptors and humans respectively.

Relatively low and stable concentrations of gasoline-range petroleum hydrocarbons (GRPH), and benzene are still present at concentrations exceeding Model Toxics Control Act (MTCA) Method A groundwater cleanup levels. Diesel-range petroleum hydrocarbons (DRPH) were not been detected above MTCA Method A cleanup levels in groundwater during the last six sampling events.

An arsenic concentration slightly exceeding MTCA Method A cleanup level (5 ug/L) was reported during the final groundwater monitoring event. It is not known if lead arsenate pesticides were used at the site, but lead and arsenic are relatively immobile and unlikely to have leached to groundwater. The arsenic detected in groundwater is likely naturally occurring and not considered a contaminant of concern  for groundwater at the site.
 
An environmental covenant has been recorded at the site to implement institutional controls which prohibits use or withdrawals of on-site groundwater other than for remediation or monitoring purposes.

Based upon cleanup activities conducted at the site and the recording of the environmental covenant, Ecology has determined the site is no longer a threat to human health and the environment. Ecology issued a no further action determination in January 2018.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
