Current Status
In 2018, Ecology conducted a periodic review of the site and held a comment period, providing the public with an opportunity to comment and review the draft report. The public comment period ran from August 2 to August 30, 2018. Ecology received no comments and finalized the periodic review report. In the report, Ecology concluded that the cleanup actions completed at the site continue to protect human health and the environment.
The next review for the site will be scheduled five years from the date of the last review. In the event that additional cleanup actions or institutional controls are required, the next periodic review will be scheduled five years from the completion of those activities.
Site Description
The Tetra Pak site site is an approximately 3.7-acre area that is zoned commercial/industrial. Prior to 1974 it was owned by the BNSF Railway Company and from 1974 to 1986 Roberts Consolidated Industries used the site to formulate and store wood treatment products. In 1989 Tetra Pak purchased the property and it is currently being used for storing pallets and miscellaneous equipment. There is also an office building on the site.
The previous owner and Tetra Pak conducted several site investigations between 1985 and 2003 which revealed pentachlorophenol (PCP), and dioxin and furan congeners in the soil, and PCP in the groundwater.
Cleanup
The cleanup actions completed from 1986 to 2006 included:
- Removal of 11 underground storage tanks and excavation and disposal of an unknown quantity of contaminated soil.
- Removal and disposal of contaminated sediments from four catch basins.
- Removal of approximately 320 linear feet of rail spur and excavation and disposal of approximately 240 tons of contaminated soil.
- Installation of an engineered asphalt cap to cover the remaining contaminated soil.
- Implementation of a long-term groundwater monitoring plan.
After cleanup, some contamination remained on the site. To prevent exposure to that contamination, an environmental covenant was filed for the site in 2012. The covenant is designed to prevent exposure by restricting land and groundwater use. When environmental covenants exist for a cleanup site, Ecology reviews site conditions at least every five years to make sure the cleanup still protects people and the environment.
Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
