Olympic Pipe Line Co Kent
Ecology held a 30-day public comment period. Ecology determined the Site meets state cleanup standards for soil and groundwater protective of human health and the environment. The Site is delisted from the Hazardous Sites List.
Olympic Pipe Line Co. Kent (Site) is located at 74th Avenue South and South 259th Street, Kent, Washington. In 1989, a release of gasoline and diesel associated with the Olympic Pipe Line Company (OPLC) Kent Block Valve was discovered.
OPLC excavated approximately 30 cubic yards of hydrocarbon impacted soil from the area immediately surrounding the block valve. Additional soil excavations were completed from August 31 – September 27, 1989 when another 1,950 tons of soil were removed. Approximately 168 gallons of contaminated ground water and product were pumped out and removed from the Site.
Site Background
A release of gasoline and diesel into soil and groundwater associated with the Olympic Pipe Line Company (OPLC) Kent Block Valve failure was discovered in August 1989. The release occurred in a narrow right of way (ROW) parcel located approximately 500 feet east-northeast of the intersection of 74th Avenue South and South 259th Street (the Property). The ROW is owned by Puget Sound Energy (PSE) and leased to OPLC. The block valve is part of an underground pipeline supplying refined petroleum products from refineries in north Washington State to bulk fuel terminals and other facilities for distribution.
Following the discovery, a complete Site investigation was performed to determine the extent of petroleum impacts. The investigation showed the release extended into soils approximately 60 feet to the southeast, 100 feet to the east, and 530 feet to the southwest of the block valve Property.
The ground water plume originally extended from the block valve in a southwesterly direction beneath an adjacent property (25618 74th Avenue South) then towards the Green River located approximately 570 feet to the south.
Remedial Activities are complete, ground water is no longer impacted by the release, OPLC has submitted documentation requesting review of current Site conditions and is requesting a No Further Action determination from Ecology.
Contaminants of Concern
Petroleum hydrocarbons (TPH), benzene, ethylbenzene, toluene and xylenes (BTEX) were released into soil and ground water.
Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
