Classic Cleaners Everett

Ecology received the Remediation/Feasibility Study and Cleanup Action Plan dated October 31, 2019 and issued an opinion letter on January 8, 2020. 

The Site is located within Cascade Plaza in Everett.  The surrounding land is mixed use of commercial and residential properties.  Prior to the 1950’s, the Property was utilized as residential, had a drive-in-movie theater, and it was later redeveloped as a shopping mall in the 1980’s.  Classic Cleaners operated at the tenant space of Unit B004 in the plaza from the early 1980’s to 1999.  Unit B004 is currently occupied by a Domino’s pizza franchise.

Contamination of halogenated volatile organic compounds (HVOCs) was confirmed at the Site.  These impacts occurred to soil and ground water over time through releases from operation of the former dry cleaner facility on the Property.   

Multiple phases of the investigations were performed to characterize contamination in soil, ground water, and soil vapor from 1997 and 2016.  HVOCs were detected at concentrations that exceed the cleanup levels in soil and ground water, and the MTCA Method B screening levels in the soil vapor and indoor and ambient air. 

Classic Cleaners Everett submitted a feasibility study report and cleanup action plan to Ecology for its review.  Based on the plan, a soil vapor extraction (SVE) system would be installed at the area with the highest detection of perchloroethylene, an HVOC found in dry cleaning solvents.  In its opinion letter, Ecology recommended more soil samples need to be collected to fully delineate the soil vapor plume, which could result in modification of the proposed SVE system.  In addition, another monitoring well should be added at the source area to better verify effectiveness of the SVE operation and contamination status in ground water.   

·         Perchloroethylene (PCE) found in the Soil.

·         PCE, trichloroethylene (TCE), naphthalene, and chloroform found in the Ground Water.

·         HVOCs found in the Air.

This site is in our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as sites Ecology manages under legal orders.
