Site Description
Three separate soil and groundwater investigations took place on the subject property between 1992 and 2001. Petroleum hydrocarbon contamination was identified in the vicinity of former underground storage tanks and dry wells located in the north-central portion of the property. This contamination was attributed to United Builders, a former property owner. This contamination was found to be unrelated to contamination on the west side of the property that originated from a release at a former gas station (see the Tiger Oil 24th Ave & W Nob Hill site).

Periodic Review
A Five-Year Periodic Review was completed for this site in December 2009 addressing contamination at the property not associated with the adjacent Tiger Oil Site contamination at other portions of the same tax parcel.
Periodic review results
The site continues to be occupied by a Safeway Fuel Center and parking lot. The environmental covenant for the site was recorded and is in place. This environmental covenant continues to reduce the potential for human exposure to contaminants.
Soil cleanup levels have not been met at the site; however, the cleanup action for the Property is determined to comply with cleanup standards under WAC 173-340-740(6) (f), since the long-term integrity of the containment system is ensured and the requirements for containment technologies have been met.
It is the conclusion of this review that the remedial actions taken to address the United Builders contamination at the northeast portion of the site are protective of human health and the environment.
Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
