Status

This site is in the Voluntary Cleanup Program (VCP). In March 2017 Ecology issued an VCP opinion letter regarding site investigations and ground water monitoring data. In April 2017, the site became part of the Phillips 66 Technical Assistance Agreement (TAAG). Ecology has been providing technical consultations for this site.

Site Background

The Site currently consists of an active 76-branded gasoline station with convenience store. The Property has been occupied by a gasoline station and automobile service station since 1966. Currently, two fuel dispenser islands, one 12,000-gallon and two 10,000-gallon USTs containing unleaded gasoline are in operation. Historically, one waste oil UST, one 6,000-gallon leaded gasoline UST, one 8,000-gallon unleaded gasoline UST and one 10,000-gallon unleaded gasoline UST were in operation. In 1992, the historic USTs were removed during facility upgrade activities.

Site Cleanup In Process

Multiple investigations of soil and ground water have been conducted since 1992, when contamination was first discovered in association with the southern dispenser island and USTs. Approximately 1,400 cubic yards of contaminated soil was removed during the facility upgrade.

In 1998, a ground water extraction/air sparge/soil vapor extraction system was completed and remediation activities began. The system ran until October 2006.

Contaminants Of Concern

In Soil:
• Total petroleum hydrocarbons in the gasoline range (TPH-G)
• benzene

In Groundwater:
• TPH-G
• Benzene, toluene, ethylbenzene and total xylenes (BTEX)
• Lead
• BTEX

Phillips 66 Taag Agreement

This Site is under the Phillips 66 TAAG Agreement in Ecology’s Voluntary Cleanup Program. In April 2017, Ecology and Phillips 66 Company signed an agreement to clean up contamination at multiple current and former Phillips 66 gas station sites. Phillips 66 agrees to accelerate the study and cleanup as needed at seven sites in King County. Ecology agrees to provide informal site-specific technical consultations under the Voluntary Cleanup Program (VCP) for the Sites identified in the Phillips 66 Agreement List. Ecology’s Northwest Regional Office in Bellevue will coordinate the cleanup process with Phillips 66.  A maximum of 30 Sites can be included in a TAAG.

Voluntary Cleanup Program

This site is in our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as sites Ecology manages under legal orders.
