Periodic Review Draft Report Completed

Ecology invites you to review and comment on the draft Periodic Review report for the Coleman Oil Company 1 Site:

Comments will be accepted June 3, 2021 through July 6, 2021.  

You may submit your comments online or by mail to Frank Winslow, Periodic Reviewer, at Ecology's Central Regional Office. 

A periodic review is conducted at least every five years after the initiation of a cleanup action at a Site when required by the Model Toxics Control Act (MTCA).  The purposes of the review are to evaluate Site conditions after cleanup is considered complete, and to ensure protection of human health and the environment when institutional controls are used as part of a remedy.

We will review comments received during the comment period and make recommendations for suggested changes.  The periodic review will become final if no significant changes are made.  An additional public comment period will be held if significant changes are made.


SITE BACKGROUND

The Site operates as a bulk fuel facility.  In June 2010, a release from a fill valve was discovered and reported. 
 
Approximately 6 cubic yards of gasoline-contaminated soil was excavated from the spill area and disposed of offsite.  Soil samples collected from the excavation sidewalls and from 1 foot below the base of the excavation contained gasoline and petroleum constituents above MTCA Method A cleanup levels.  Results of the follow-up characterization indicated that concentrations of GRO and BTEX in soil decrease rapidly with distance both laterally and vertically from the spill area.
 
In 2010, groundwater monitoring wells were installed. Groundwater sample results confirmed that gasoline and benzene had been released.  Groundwater monitoring was conducted from July 2010 through October 2013. 
 
In May 2013, a gasoline spill occurred at the facility. Because the location of the May 2013 gasoline spill was within the area of the current groundwater monitoring network, no modifications were made to the groundwater monitoring plan. 

In October 2014, an environmental covenant consisting of a land use restriction was recorded for the Site.  The location of the restriction is specific to that portion of the property affected by the release of gasoline-range hydrocarbons from the aboveground storage tank remote fill pipes. 

Based upon cleanup activities and the recording of the environmental covenant, Ecology has determined the site is no longer a threat to human health and the environment. Ecology issued a No Further Action determination in March 2015.
