Site Description

The site operates as a bulk fuel facility. In June 2010, a release from a fill valve was discovered and reported. 
 
About 6 cubic yards of gasoline-contaminated soil was excavated from the spill area and disposed of offsite. Soil samples collected from the excavation sidewalls and from 1 foot below the base of the excavation contained gasoline and petroleum constituents above Model Toxics Control Act (MTCA) Method A cleanup levels. Results of the follow-up characterization indicated that concentrations of gasoline and benzene, toluene, ethylbenzene, and xylenes (BTEX) in soil decrease rapidly with distance both laterally and vertically from the spill area.
 
In 2010, groundwater monitoring wells were installed. Groundwater sample results confirmed that gasoline and benzene had been released. Groundwater monitoring was conducted from July 2010 through October 2013.
 
In May 2013, a gasoline spill occurred at the facility. Because the location of the May 2013 gasoline spill was within the area of the current groundwater monitoring network, no modifications were made to the groundwater monitoring plan.

In October 2014, an environmental covenant consisting of a land use restriction was recorded for the site. The location of the restriction is specific to that portion of the property affected by the release of gasoline-range hydrocarbons from the aboveground storage tank remote fill pipes.

Based upon cleanup activities and the recording of the environmental covenant, Ecology has determined the site is no longer a threat to human health and the environment. Ecology issued a no further action determination in March 2015.

Periodic Review

Periodic reviews are conducted every 5 years by Ecology for sites that have institutional controls. The review is intended to examine the effectiveness of cleanup activities and to assure the continued protection of human health and the environment.

Periodic review results

Based upon the site visit conducted in February 2021, the site continues to operate as a card lock fueling facility. The adjacent bulk fuel facility has been demolished except for aboveground tanks which no longer contain fuel but are in part used for an onsite remediation system for the Coleman Oil Biodiesel Spill Site.

Soil cleanup levels have not been met at the site; however, the cleanup action is  determined to comply with cleanup standards under WAC 173-340-740(6)(f), since the long-term integrity of the containment system is ensured and the requirements for containment technologies have been met.

The covenant for the property is in place and will be effective in protecting public health and the environment from exposure to hazardous substances and protecting the integrity of the cleanup action.

If the existing containment features are removed, Ecology may require that remaining contaminated soils beneath the site must be remediated.

Ecology has determined the restrictions in the environmental covenant are being observed. No additional remedial actions are required by the property owner. It is the property owner’s responsibility to continue to inspect the site to assure that the integrity of the site surface is maintained.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
