SITE INFORMATION Lilyblad is no longer in business. This cleanup site is located at 2244 Port of Tacoma Road, on a 1.98-acre parcel on the Tacoma tideflats industrial area. In 2003, Lilyblad sold its assets and operations to Pacific Functional Fluids, who operates a petroleum and chemical products plant at this location. M&G Holdings owns the property.
In 1972, Lilyblad Petroleum Inc. (Lilyblad) began as a distributor of gasoline, diesel, solvents, chemicals, and packaged petroleum products. In 1983, Lilyblad partnered with Sol-Pro to recycle chlorinated and non-chlorinated solvents. Sol-Pro was the main operator until 1988, when the partnership ended and Sol-Pro moved the recycling unit offsite.
Activities on the property led to releases of hazardous substances. Ecology has identified 23 constituents of concern (COCs) in the soil and groundwater. The COCs include volatile organic compounds, semi-volatile organic compounds, and total petroleum hydrocarbons. Site investigations show contamination to a depth of about 8 feet. The COCs moved with the groundwater to parts of the Port of Tacoma Road and adjacent properties. CLEANUP HISTORY
1995 |
Ecology, Lilyblad, and Sol-Pro sign Agreed Order No. DE 95HS-S292. The order requires Lilyblad and Sol-Pro to do a remedial investigation/feasibility study (RI/FS) and cleanup action plan (CAP). |
2000 |
Ecology issues the first amendment to the Agreed Order, requiring Lilyblad to carry out interim action to contain and treat groundwter flowing off its property. |
2006 |
Ecology issues a second amendment to the Agreed Order, reassigning the preparation of the FS and CAP to Ecology.
Ecology issues Enforcement Order No. 3334, requiring Lilyblad to stop interim remedial actions, submit revised groundwater monitoring plans, and take other actions to continue monitoring. |
2007 |
Ecology issues Enforcement Order No. DE 4514 to implement the CAP. Lilyblad does not comply with the order. Ecology issues a notice to incur a lien on the property to recover the cost of cleanup. |
