Released From Environmental Covenant
Environmental cleanup is complete at the site and no further cleanup actions are needed. The environmental covenant was removed from the property.
Ecology held a comment period from March 11 to April 11, 2021, and asked the public to comment on the proposal to remove Environmental Covenant No. 4971334 from the property. We received no public comments during the comment period.
Periodic reviews are required when institutional controls are required for a site. In 2021 the environmental covenant for this site was terminated. Therefore, periodic reviews are no longer required.
Site Description
The site was an Exxon service station. When the service station was operating, there was a gasoline pump station, service bays, and six underground petroleum storage tanks at the site.
Now the site is occupied by a restaurant with an adjacent parking lot.
Site Cleanup
When the site was a service station, releases from underground storage tanks contaminated soil and groundwater with petroleum. Sometime prior to 1988, the underground storage tanks and the pump island were removed from the site.
Between 1988 and 2002 studies showed petroleum contamination of soil and petroleum and lead contamination of groundwater.
To clean up the site, a soil vapor extraction system was used to remove about 1,290 pounds of hydrocarbon vapors from soil and groundwater. In 2008, testing indicated that petroleum hydrocarbons in soil and groundwater had decreased to below state cleanup levels.
In 2010, groundwater monitoring confirmed the amount of lead in groundwater was above state cleanup levels. Based on lead contamination in the groundwater, an environmental covenant was recorded for the site in 2013.
The covenant required that no groundwater be taken for any use from the property and prohibited any activity on the property that may interfere with the integrity of the cleanup action. Ecology required a groundwater monitoring plan that included analysis for lead that would coincide with the timing of the 5-year periodic review.
Results of the compliance monitoring in October 2018 indicated that lead concentration in groundwater decreased to below state cleanup levels.
In 2020, Ecology issued a No Further Action Letter and in 2021, the owner requested removal of the environmental covenant from the property.
Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
