Site Background

The Site is located in a mixed commercial/residential area in North Bend. A 10,000-square foot structural steel building is present on the central portion of the Site. The Site was initially developed in 1960s and used as a telecommunications facility until 2012. The Site has not been used and the building is unoccupied since 2012.

Telecommunications systems require emergency power to be supplied. Two generations of diesel underground storage tanks (USTs) was present at the Site to store diesel fuel for emergency power generators.  A first generation consisted of two 10,000-gallon diesel USTs; a second generation consisted of one 5,000-gallon diesel UST. All USTs were removed from the Site.

Ecology received a petroleum product release notification in June 1991 during site UST removal activity.

Cleanup Conducted

Cleanup work consisted of the following:

  • Two 10,000-gallon diesel USTs were removed in 1991 and one 5,000-gallon diesel UST were removed in 2007.
  • In 1991 Approximately 350 cubic yards of petroleum contaminated soil was removed from the UST excavation. Groundwater encountered in the excavation was pumped out and disposed of offsite.
  • In 1992 three monitoring wells were installed around the former UST. Groundwater samples collected from 1992 – 1995 were below the state cleanup standards.  The three monitoring wells were properly decommissioned in 2018.
  • In 2016 and 2017 six soil borings were sampled around the former UST. All soil and groundwater samples collected from these borings were below the state cleanup standards.

  • The site cleanup qualifies for Groundwater Model Remedy No. 1, because the contaminated soil was removed to the greatest degree practical, and because soil and groundwater at the site are in compliance with state cleanup standards.

    Contaminants Of Concern

    ·         Diesel-range petroleum hydrocarbons (TPHd) into the Soil.

    ·         TPHd into the Ground Water.

    Voluntary Cleanup Program

    This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

    Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
