Can I view some example DMRs that have been filled out?
Yes.

WQWebDMR has a help page that contains pictures of filled out DMRs. There are DMRs for each permit type and if you don't find an example that helps you out, please feel free to contact us for additional help.

Do I enter daily data and summary data?
Yes.

WQWebDMR is designed for you to enter both your daily samples and your summary values, so please enter both when you are working on your DMR. Even if you only have one daily sample, please enter it in both the daily textbox and the summary textboxes (if there are any). If you didn't sample or have a special reason why your sample is corrupt, please see the "I have a special condition for my sample, how do I report that?" section.

I didn't test for a parameter, how do I enter that?
There are a couple of options for this scenario.

Optional parameter -
If you have an optional parameter that is only monitored when you actually do something that isn't your normal routine (Example: Use chorline when you usually use UV), then you want to use the non report reason code "M" in your data entry text boxes. The code "M" stands for "Monitoring Is Conditional/Not Req This Mp." You also may use the non report reason code "C", which stands for "No Discharge" if you really didn't discharge anything for the parameter.

Example: If you didn't use chorline at all during the month and the sampling frequency on your chorline parameter is 2 times week, then you need to make sure you put the "M" code in at least two daily textboxes per week.

Forgot to test the parameter -
If you forgot to sample for a particular parameter you can use the non report reason code "E", which stands for "Analysis Not Complete/ Not Conducted/Not Reported." Just enter the "E" code in any textbox that would of had a value in it.

Example: If you forgot to sample a parameter that has a sample frequency of 2 times a month, then you need to put the "E" code in two of the daily textboxes.

How do I report a parameter wasn't detected?
Simply enter a 'B' into the text box, or a less than sign followed by the detection limit given by your lab. (ex. <1) Alternatively, you can click the note icon next to the value and select Below Detection Limit/No Detection from the drop down menu.

How do I report no discharge?
There are three different levels that you can report no discharge at on a single DMR.
  • Whole DMR - If you want to mark your whole DMR (all monitoring points and outfalls) as no discharge, then select "C- No Discharge" from the DMR Reporting Codes drop down list at the top of the DMR data entry screen (located under your permit number). Do not enter any values in the textboxes below if you make this selection.

  • Monitoring point - If you want to mark only one monitoring point as no discharge, then find the monitoring point you want in the dark blue parameter header and click on the square note icon to the right of the monitoring name. This will open a pop up window for you to put in a note and/or select a Reporting Codes from the drop down list. Select "C- No Discharge" from the drop down list then click on the save button on the pop up window. Do not enter any values in the textboxes associated with this monitoring point after you make this selection.

  • Specific parameter and date - If you want to mark just one specific parameter and date with no discharge, then enter a "C" in the textbox associated with the parameter and date you want. You may also open the square note icon to the right of the textbox you want and select "C- No Discharge" from the drop down list that appears on the pop up window. Then click on the save button on the pop up window.

How do I add a comment?
There are three different levels that you can add a comment at on a single DMR.
  • Whole DMR - If you want to add a comment that applies to all outfalls and monitoring points on the DMR, click on the Add Comments link located in the header area of the DMR. Once clicked, a pop up window will appear with a textbox for you to type your comment into. When you are done making your comment, click on the save button that is located on the pop up window.

  • Monitoring point - If you want to add a comment to just one monitoring point, then find the monitoring point you want in the dark blue parameter header and click on the square note icon to the right of the monitoring name. This will open a pop up window for you to type in a note. Type in your note into the textbox supplied, then click on the save button on the pop up window.

  • Specific parameter and date - If you want to add a comment to just one specific parameter and date, then click on the square note icon to the right of the textbox you want to comment on. This will open a pop up window for you to type in a note. Type in your note into the textbox supplied, then click on the save button on the pop up window.

I have a special condition for my sample, how do I report that?
If you have a special condition with one of your samples, then we would love to know that. To get to the window that allows you to address special situations and add comments, click on the square note icon next to the textbox that you want to address. This will bring up a pop up window that will allow you to leave a comment about your sample, select a non report reason, or in the case of construction stormwater permits, select your BMPs.

Example of some of the predefined non report reasons:
  • Analysis Not Complete/ Not Conducted/Not Reported
  • Below Detection Limit/No Detection
  • Consistent Attainment Of Benchmark
  • Flooding
  • Frozen Conditions/Unsafe conditions
  • Monitoring Is Conditional/Not Req This Mp
  • No Discharge
  • Too Numerous To Count
  • Etc.

Why are only some of my summary values getting calculated?
WQWebDMR can't calculate all summary values. Some summary values are too complex or have permit specific calculations that are not built into WQWebDMR. To see a list of all of the summary values that can and can't be calculated, please see the Calculate DMR summary values section in the help pages.

How do I validate my DMR?
There are two ways you can run a validation check on your DMR.
  1. Manual - If you want to manually run the validation procedure to periodically check your DMR, you can do that by clicking on the Validate button located at the bottom of DMR data entry screen. When you click on the button, a screen will pop up with a report of all validation messages that your DMR has generated.

  2. Automatic - If you don't want to manually run the validation procedure, then it will run automatically when you mark your DMR as "Ready to Submit." When you mark your DMR as "Ready to Submit" and then click the save and done button, the validation step will run and display a pop up window with validation message, if any.

Can I submit my DMR with the validation messages?
Yes and No.

If your DMR has validation messages that are considered errors (encased in the red outline), then your DMR cannot be marked as "Ready to Submit." These are considered data entry errors and must be addressed before you can submit your DMR.

If your DMR does not have any validation messages that are considered errors, then you can mark you DMR as "Ready to Submit."

What do the different validation messages mean?
There are three types of validation messages that can be generated during the validation process. They are:
  • Errors - These messages relate to data entry errors that can be found on your DMR. You cannot submit your DMR if you have this type of validation messages.

  • Violations - These messages relate to violations that your DMR will automatically generate when you submit it. You can submit your DMR if you have this type of validation messages.

  • Warnings - These messages relate to potential violations that may be created after your DMR has been looked at by Ecology. You can submit your DMR if you have this type of validation messages.

Does the preparer have to run validate or does the coordinator/signer?
Anyone that can access the DMR can run the validation procedure at any given time using the validate button at the bottom of the DMR data entry form. The validation procedure is also automatically run when someone marks a DMR as "Ready to Submit".

How do I view the validation message?
You can view your DMR validation messages at any time from the DMR search screen. The column titled violations/messages contains your total validation message count for that DMR and the number is also a link to view the validation report.

If the validation messages window does not appear, please check to make sure your pop up blocker is not blocking the window.

Why does it raise an error when I leave a "once per defined event" sample blank? It never used to do that.

Due to changing EPA requirements, you will no longer be able to leave a "once per defined event" sample blank. Either enter a value or a non-reporting reason in both the daily value field and in the summary field. You may do this on any day within the sample period or you may also do this on the monitoring point level, if all the parameters have the once per defined event sample frequency.

It is most common to use the non-reporting reason of "M" which is "Monitoring is conditional/not required at this monitoring point (MP)". However, it may also be appropriate for you to use non-reporting reason "C" which is "No Discharge" or "E" which is "Failed to Sample/Required Analysis Not Conducted". Choose the non-reporting code which makes the most sense for your situation.

You may set the non-reporting reason by typing it into the field or by clicking the page icon on the right-hand side of the sample field and selecting the reason from the drop-down list. You may do this on any day within the sample period. You may also do this on the monitoring point level if all parameters have the once per defined event sample frequency.

Why am I not approved yet?
Depending on the role that you selected, there could be a couple of different reasons why your account has not been approved. Please check these reasons below and if none of them fit your situation, then please contact WQWebPortal@ecy.wa.gov

Facility Coordinator & Signer Roles -
  1. Ecology has not received your electronic signature agreement form (ESAF). This form was emailed to you from CROMERRUserNotification@donotreply.gov when you completed your electronic signature account.
  2. Ecology has received your electronic signature agreement form (ESAF) and is in the process of verification.
  3. Ecology has tried to contact you with questions about your electronic signature agreement form (ESAF).
Facility Preparer & Administrator Role -
  1. A person assigned the Facility Coordinator role for your permit has not assigned you access to the permit yet. A Facility Coordinator must grant you access to the permit.

Why can't I find my permit?
This functionality is only available to people registering as Facility Coordinators or Facility Signers.

Try these search tips before giving up.
  • Broaden your search - fill in only one or two search criteria boxes.
  • Partial text - use the last four digits of your permit number (no dashes) or just your building numbers in the address text box.
  • Combination - use a combination of the two suggestions.

How can I request access to a permit?
This functionality is only available to active people that are already registered as Facility Coordinators or Facility Signers. Facility Preparers still have to request access via their Facility Coordinators.

Use the Request Permit Access page to search for and request additional permits.

If you need to upgrade your active account from Facility Preparer and don't have a Facility Coordinator, then please contact the Department of Ecology's Water Quality help staff for your region or section for more detailed information.

How do I find my old permits?
If you have a permit that just renewed, then you most likely have a DMR due for the previous permit. Your old permit version is considered an inactive permit in the WQWebDMR system even though you still have a discharge monitoring report left to submit.

To find your old version of the permit and your last DMR, simply check the "Show Inactive Permits" check box on the My Permits/DMRs tab and click on the search button. Your old permit will appear in the search results below.

Can I receive a DMR due email reminder?
If you have a lot going on and need a reminder of when your DMR is due, you can sign up for email reminders. If you select this option, WQWebDMR will send you an email 7 days before your DMR is due.

To start receiving email, simply click on the "My Permits/DMRs" tab and search for the permit that you want a reminder for. Click on the "Remind Me" link in the same row to start the emails.

Where are all of my monitoring point?
For the construction stormwater general permit, one default monitoring point is supplied for each receiving waterbody listed on the notice of intent application. Once you actually start construction on the property, you need to add additional monitoring points in WQWebDMR to reflect what and where you are monitoring. To add a new monitoring point, you need to:
  1. From the home page, Click on the "My Permits/DMRs" tab.
  2. Search for the permit that the desired DMR is associated with.
  3. Click on the "DMRs" link in the permit row.
  4. Click on the "Monitoring Points" tab.
  5. Click on the "Add Monitoring Point" button.
  6. Enter the descriptive monitoring point information.
  7. Click on the "Next" button.
  8. Use your mouse to click a point on the map to represent your monitoring point.
  9. Click on the "Save" button.
New monitoring points should be added before a DMR is submitted. If you submitted a DMR and need to add a monitoring point for a past date, please email WQWebPortal@ecy.wa.gov

How do I change the "insert desc txt here" text?
For the construction stormwater general permit, one default monitoring point is supplied for each receiving waterbody listed on the notice of intent application. Once you actually start construction on the property, you should change the text of the default point to something that reflects one of your monitoring points. To edit a monitoring point, you need to:
  1. From the home page, Click on the "My Permits/DMRs" tab.
  2. Search for the permit that the desired DMR is associated with.
  3. Click on the "DMRs" link in the permit row.
  4. Click on the "Monitoring Points" tab.
  5. Click on the "Edit" link in the monitoring point row of interest.
  6. Enter the descriptive monitoring point information.
  7. Click on the "Save" button.

How come the calendar won't open?
The calendar won't open when Internet Explorer is using Compatibility View, remove "wa.gov" from the Compatibility Settings if you need to select dates.
