Status

Ecology received the Remedial Action Plan on April 13, 2021.  Ecology issued an opinion letter regarding the Plan on May 19, 2021.  This Site is in the Voluntary Cleanup Program (VCP).

The Site consists of two property parcels occupied by a gasoline service station and the Montlake Market.  Earliest available records indicate that the Property was initially developed as early as 1926 and might have included gasoline service station activities at that time.King County Assessor records show the Montlake Market building and the gasoline station building were constructed in 1937 and 1952, respectively. The service station building was remodeled in approximately 1980 to incorporate bays for auto servicing and repair. 

 

WSDOT acquired the property in June 2019. Business activities in these two structures ceased at the end of 2019 and the structures were demolished in early 2020. The WSDOT contractor for the SR 520 Montlake Project is currently using the property for construction equipment staging.  Four fuel underground storage tanks (USTs) on the property have been temporarily closed.

Site Cleanup In Process

Site investigations completed from 2016 through 2019 identified soil and groundwater contamination at the site.  Leaks and spill associated with service station activities on the property were identified as sources of the contamination.  UST removal, excavation and off-site disposal of contaminated soil and groundwater, and treatment with oxygen release compounds are scheduled as interim actions in early 2021.

Contaminants Of Concern

·         Total petroleum hydrocarbons (TPH) in the gasoline, diesel, and oil ranges (TPH-G, TPH-D, and TPH-O); benzene, toluene, ethylbenzene, and xylenes (BTEX); and carcinogenic polycyclic aromatic hydrocarbons (cPAHs) into the Soil.

·         TPH-G, TPH-D, TPH-O, BTEX, cPAHs, and arsenic into the Groundwater.

Voluntary Cleanup Program

This Site is under the Voluntary Cleanup Program (VCP) at Washington State Department of Ecology (Ecology) Northwest Regional Office. The VCP enables owners of contaminated Sites to meet state cleanup standards independently and to receive technical guidance and opinions from Ecology during the cleanup process.

 

The VCP allows owners an opportunity to clean up their contaminated Sites on a contractual basis rather than under an Ecology legal order. Participants in the VCP pay fees to Ecology to cover the department’s costs for guidance and review. VCP Sites must meet the same cleanup standards as formal (under legal agreements) Sites managed by Ecology.  Formal and VCP Sites are regulated by the state’s cleanup law, the Model Toxics Control Act, which was created by a 1989 voter initiative.
