Status Update

This Site is in the Voluntary Cleanup Program (VCP).

Ecology received the Additional Investigation Report, Building C at Woodinville West Business Park on October 12, 2023.  Ecology issued an opinion letter regarding the site on February 8, 2024. 

Site Location

The site is located at 16750 Woodinville-Redmond Road in Woodinville (the Property). It is immediately west of the Sammamish River. It was developed in 1999 as a business park. It has been used for light industrial businesses since then. 

Where Did The Contamination Come From?

Coit Cleaners operated a dry-cleaning machine at the Site from 1999 to 2007. Samples show contamination is associated with a dry-cleaning machine which used tetrachloroethylene (PCE). PCE was also discovered to the north of the building around an oil-water separator in a loading dock.

As a result of use of PCE for dry cleaning, the site is contaminated with PCE and breakdown products cis-1,2-dichloroethene and vinyl chloride (collectively CVOCs). Contamination at the site was first found during investigations in 2019. Soil, groundwater, and soil vapor samples were all found to contain CVOCs above the levels allowed by Washington State’s cleanup law, the Model Toxics Control Act (MTCA). Surface water samples collected from the Sammamish River in August 2023 did not contain
CVOCs.

What Has Been Done So Far To Cleanup The Site?

Planned cleanup at the site includes injection of emulsified oil into the soil and groundwater. Oil will help naturally occurring bacteria thrive and aid in breaking down CVOCs. Soil and groundwater sampling will be conducted after the cleanup action to ensure it was successful. Further cleanup actions will occur if necessary.

  • What Happens Next?

    Soil and groundwater sampling will be conducted after the cleanup action to ensure it was successful. Further cleanup actions will occur if necessary.

    Model Toxics Control Act

    The Model Toxics Control Act (MTCA) is Washington’s environmental cleanup law. It provides requirements for contaminated site cleanup and sets standards that protect human health and the environment. Ecology enacts the MTCA and oversees cleanups.

    Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as sites Ecology manages under legal orders.
