Weldcraft Steel & Marine (2004)

The Weldcraft Steel & Marine cleanup site is currently awaiting funding to proceed with the next steps to cleanup the site.

An environmental study of the site, called a Remedial Investigation and Feasibility Study (RI/FS) Report, was completed in 2015. That report detailed the investigations at the site, and included cleanup alternatives.

Site Description

Weldcraft work yard (2014)
Weldcraft work yard (2014)

The Weldcraft Steel & Marine cleanup site is located at 2652 Harbor Loop Drive, adjacent to Squalicum Harbor on the Bellingham Bay waterfront, and is about 2.5 acres (1.9 in the water and .06 on land). The property is sometimes referred to as the Gate 2 Boatyard.

The site began as Weldcraft Steel Works in 1946, and has been used since then primarily for boat repair, maintenance, and fabrication work. Property within the site is owned by the Port of Bellingham and is currently occupied by the port's tenant, Seaview Boatyard North. Seaview is not the source of contamination at the site.

Environmental assessments to date have found contaminants in soil, groundwater, and sediment that are associated with past boatyard work. Contaminants include metals, tributyltin, diesel, and gasoline consituents. These contaminants exceed state standards and must be addressed under Washington's toxics cleanup law, the Model Toxics Control Act.

The Weldcraft site is one of 12 cleanup sites in the Bellingham Bay Demonstration Pilot project, a coordinated bay-wide effort by federal, tribal, state and local governments to clean up contamination, control pollution sources and restore habitat, with consideration for land and water uses. The work is informed by the Bellingham Bay Comprehensive Strategy, developed by the pilot work group in 2000.

Next Steps

2016- Develop Consent Decree and Cleanup Action Plan

2017 - Public review of Consent Decree and Cleanup Action Plan

General Cleanup Process

The Model Toxics Control Act (MTCA) is Washington’s environmental cleanup law. It provides requirements for contaminated site cleanup and sets standards that protect human health and the environment. Ecology enacts MTCA and oversees cleanups. The MTCA site cleanup process is completed in steps over a variable timeline.
