Status
This Site is in the Voluntary Cleanup Program (VCP).
Ecology received a Supplemental Remedial Investigation Report on June 10, 2019. Ecology issued an opinion letter on August 26, 2019.
Site Background
The Site occupies approximately 21 acres and is owned by King County and currently leased by City of Pacific. A Site investigation indicated that the Property was used as a dumping ground from 1931 to 1965. Removal of the municipal wastes and fill materials was initiated in the late 1960’s. In 1980, the Property was transferred to a city park and has been kept as the same land-use category by the city since.
Site Cleanup In Process
Soil and ground water were contaminated due to releases from the former landfill and dumping ground. Various Site investigations were conducted from 1985 to 2019 to characterize the contamination, determine the chemicals of concern, and monitor the ground water for the Site.
Currently, King County is implementing a remedial investigation and feasibility study, prior to selecting a cleanup alternative and conducting the cleanup action. The cleanup levels for the contaminants in soil and ground water are set at Model Toxics Control Act Method A cleanup levels, which are applied for an unrestricted land use.
Contaminants Of Concern
- Total petroleum hydrocarbons as gasoline-range organics (TPH-G), cadmium, lead, mercury, carcinogenic polycyclic aromatic hydrocarbons (cPAHs), and polychlorinated biphenyl (PCB) into the Soil.
- Arsenic, lead, vinyl chloride, and cPAHs into the Ground Water.
Model Toxics Control Act
The Model Toxics Control Act (MTCA) is Washington’s environmental cleanup law. It provides requirements for contaminated site cleanup and sets standards that protect human health and the environment. Ecology implements the law and oversees cleanups.
The MTCA site cleanup process is completed in steps over a variable timeline.

This site is in our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as sites Ecology manages under legal orders.
