Plan For Investigation

Based on possible petroleum-contaminated soil at the site, we suspect the site may be contaminated with one or more hazardous substances.

We are negotiating with the the potentially liable person (PLP), Green Cove Park LLC, to investigate conditions at the site as a formal cleanup. A formal cleanup means the site is investigated under a legal agreement (an Agreed Order) between Ecology and the PLP. 

Once the Agreed Order is signed, it will require a Remedial Investigation (RI) to find if contamination at the site is present and needs to be addressed under Washington's cleanup law, the Model Toxics Control Act (MTCA). If contamination needs to be addressed, then a Feasibility Study (FS) and draft Cleanup Action Plan (dCAP) will be prepared. The FS compares options for how to cleanup the contamination. The dCAP describes Ecology's plan for cleanup.

We will prepare a Public Participation Plan, which describes how we keep the community informed about cleanup at the site. When the Agreed Order and Public Participation Plan are a completed, this will be your opportunity to provide comments on the two documents. To be included in the site record, comments need to be submitted during the comment period.

The site is about 51 acres located on the east side of Cooper Point Road between 20th Ave NW and 28th Ave NW. The site was an old gravel mine. Material brought to the site partially leveled the land after mining ended. Some areas were filled with topsoil, garbage, construction and woody debris, and large logs. Petroleum may have entered the soil from leaks or burial. Other toxic material may have been buried or dumped at the site.

In 1993, a 12,000-gallon diesel underground storage tank was removed. Petroleum-contaminated soil found near the tank may have been from spills or overfilling. Petroleum-contaminated soil was stored on-site, but it is unknown whether the contaminated soil was treated or removed for disposal. 

A 500-gallon above ground storage tank found on the site did not have secondary containment to capture any potential spills or leaks. Several 55-gallon drums were found in a garage and parking area. Stained surface soil near the drums was not tested to determine if it contained hazardous material. 

Based on possible petroleum-contaminated soil at the site, we added it to the Confirmed and Suspected Contaminated Sites List (CSCSL) in 2020. The CSCSL contains all sites waiting for investigation or cleanup, or undergoing cleanup. 

There are several areas that are wetlands at the site. Improper handling of stormwater could cause movement of contaminated stormwater into wetlands and nearby creeks.

The work under the Agreed Order, currently being negotiated, will determine if contamination at the site is a threat to people and the environment.
