Oline Storage Yard

The Oline Storage Yard site is located at 1915 Marine View Drive in Tacoma. Don Oline used the site as a salvage yard. This resulted in waste chemicals and petroleum products building up at the site.

Between 2002 and 2008, the Tacoma-Pierce County Health Department, Ecology, and the Environmental Protection Agency (EPA) studied the site and found contamination in soils.

The main contaminant of concern is polychlorinated biphenyls (PCBs). PCBs were used as coolants and lubricants before 1977, but can remain in the environment for a long time. PCBs can be harmful to human health and the environment, so cleanup is important.








In 2012, Don Oline entered into an agreed order (agreement) that required him to:

• Find and remove hazardous waste.
• Study the site to determine the nature and extent of contamination.
• Prepare a cleanup plan outlining the recommended cleanup.

After Don Oline’s death in February 2012, the Estate of Don Oline (the estate) completed a waste inventory and submitted a Waste Analysis Plan (WAP) to Ecology in 2012. The plan helped identify toxic waste stored at the site before disposal. The estate removed some waste in early 2013 and found no PCBs in any of the waste samples.

In 2014, 16.5 cubic yards of PCB contaminated concrete and soil was removed from the site and transported to a landfill. The sites were backfilled with clean soil.

Cleanup is complete and test results show that it was successful. The Estate has demonstrated that it has complied with the agreed order.

From February 6 – March 9, 2015, Ecology held a public comment period for taking the Oline Storage Yard site off the Hazardous Sites List. We received no comments. We are removing the site from the list.
