LaBamba Restaurant
Site Description
The site is located at the southwest corner of the intersection of Franklin Street and Main Street in Union Gap, Washington. A service station was present at the property from about 1959 until 1975. The existing building was constructed in 1981, and is currently used as a grocery and market.
In 2003, a limited Phase II Environmental Site Assessment (ESA) identified total petroleum contamination in groundwater above Model Toxics Control Act (MTCA) cleanup levels.
In 2008, the site was added to Ecology’s Hazardous Sites List with a ranking of “2”. Sites on the Hazardous Sites List are a priority for Ecology, and have completed a Site Hazard Assessment (SHA). A SHA provides information about the environmental risk of the site. Risk is based on the amount of contaminants, how toxic they are, and how easily they can come in contact with people and the environment. Sites are ranked relative to each other on a scale of “1” to “5”; with a rank of “5” being the lowest.
What Was Done
In 2003, a limited Phase II ESA was conducted to assess potential contamination related to the former service station operations identified during the Phase I ESA. Soil samples and groundwater samples were collected. Gasoline- and diesel-range petroleum contaminants were not detected in soil samples. However, sample results identified total petroleum contamination in groundwater above cleanup levels.
In December 2014, another investigation of soil and groundwater happened. Soil and groundwater was sampled. After collecting groundwater samples for one year, all contamination was below state cleanup levels.
Cleanup Complete
The contamination from the historical service station is no longer a threat to human health or the environment. It’s common for petroleum contamination to naturally break down over time into elements that are no longer harmful.
Ecology has determined the site does not pose a threat to human health or the environment. Ecology issued No Further Action determination in November 2016. The site has been removed from the Hazardous Sites List.
Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
