Site Description

Eddon Boat Park is located at 3711 and 3805 Harborview Drive in Gig Harbor. The three-acre site was a residence, boatyard, and boathouse from the 1940s until 2003.

In 2004, Gig Harbor voters approved a $3.5 million bond for the city to buy the property. Since 2005, Ecology and the City of Gig Harbor (the city) have worked together to clean up the site.

 

From 2005-2007, the city studied the site’s soils, groundwater, and sediments. A U.S. Environmental Protection Agency Brownfields grant supported this work. Technical support also came from Ecology’s Voluntary Cleanup Program. The city also received a remedial action grant of $230,902 from Ecology. In 2008, the city entered Ecology’s formal cleanup program to complete cleanup.







SITE CLEANUP

Decades of boat repair and maintenance polluted the site’s land and water. Contaminants above state cleanup levels included:


·      
Heavy metals.

·       Polycyclic aromatic hydrocarbons (PAHs).

·       Polychlorinated biphenyls (PCBs).

·       Tributyltin.

 


The city removed contaminated soils, sediments, and treated timber bulkhead from the site. It covered less contaminated sediments with sand and gravel. A restrictive covenant is in place to prevent the release of contaminants that are safely capped.

 

After the city completed the cleanup, it monitored the site for five years to ensure the cap stayed in place. Ecology now regards cleanup of the site complete.

 


The cleanup allowed the city to restore the site to public use. It is now a park.

 


Ecology will do a site review at the end of 2015 to make sure that cleanup still protects human health and the environment.

Current Status

Ecology held a public comment period for the removal of Eddon Boat Park from the Hazardous Sites List from January 9 - February 10, 2014. You can read more about the cleanup here:

Ecology received no comments during the comment period. We are now in the process of removing the site from the Hazardous Sites List.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
