Petroleum contaminated soil will remain at the site. However, people cannot reach the soil because it is below the sidewalk and street. There is an environmental covenant listed for the site that will limit land use and ensure people and the environment are protected.

This site was cleaned up under Ecology’s Voluntary Cleanup Program. With Ecology’s oversight, the owner cleaned up this site by:

  • Adding air and beneficial chemicals to breakdown the contamination faster.
  • Placing a pavement cap over the contamination.
  • Site reviews every five years to ensure the cap and groundwater continue to protect people and the environment.

An environmental covenant means that no activity on site can interfere with the pavement cap (sidewalk, road, and parking lot). The pavement will be inspected every 5 years to make sure that it continues to protect human health and environment.

This site is currently a gas station and convenience store. Previous gas station operations released contamination from gasoline total petroleum hydrocarbons, benzene, toluene, ethylbenzene, and xylenes into the soil and groundwater.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
