TC Systems Inc

A Puget Sound Initiative site - Reaching the goal of a healthy, sustainable Puget Sound.             

Historic industrial activities at the TC Systems, Inc. Site included a historic shingle mill (Jamison Shingle Mill) as far back as 1914, a fiberglass boat construction company, and manufacturing of windows and railings for boats. TC Systems and its predecessors (Marpac and Tri-Coatings) operated at the Site from 1980 to 2010.  From 1984 to 2010, TC Systems supported the aviation and boating industries by chemically treating and painting metal parts.

TC Systems completed the facility closure in compliance with Ecology’s Dangerous Waste Regulations, (see Chapter 173-303 WAC). The facility closure included, in part, disposal of all dangerous waste and removal of all equipment associated with the metal finishing operations associated with the facility. The current tenant's operations consist of marine services which include marine related retail sales and a machine/repair shop.

A ongoing cleanup investigations at the site began in April 2011. The investigations have identified contamination in both groundwater and soil. Primary contaminants include metals, petroleum, and semivolatile organic compounds (SVOCs) including polycyclic aromatic hydrocarbons (PAHs) and polychlorinated biphenyls (PCBs).

Ecology, Norton Industries, Inc. and TC Systems, Inc. entered into an Agreed Order for cleanup on August 5, 2010. The work to be performed under the Agreed Order will include a Remedial Investigation and Feasibility Study (RI/FS) work plan to evaluate the nature and extent of Site contamination, development of an RI/FS Report and a draft cleanup action plan. 

• An RI/FS work plan was completed in February 2011.
• Field RI - The initial phase of RI sampling (i.e., soil and groundwater sampling) was completed in late April/early May 2011.  An RI data report detailing the results of the initial investigation was completed in November 2011.  Based on the initial RI results, an additional 21 boring locations have been targeted as part of a Phase 2 RI. Additional soil and groundwater sampling was conducted as part of Phase 2 in 2012 and 2014.
• Draft RI/FS Report – A draft RI/FS report is in development.  An interim action to replace a trunk line pipe along to southern edge of the site boundary is expected to take place by early 2019. The interim action will eliminate a potential pathway from groundwater to Port Gardner Bay, and will provide information for the draft RI/FS report. The RI/FS draft should be available in late 2019.
