The Washington Department of Ecology (Ecology) invites you to comment on a Remedial Investigation (RI) report, Cleanup Action Plan (CAP) and the proposed removal from the Hazardous Sites List (HSL) for the former Chevron Bulk Terminal (site). Practices associated with the handling of petroleum and leaks from storage tanks and pipelines contaminated soil and groundwater. 

Chevron conducted site cleanup work prior to entering into an Agreed Order with Ecology in 2003. To ensure that cleanup met state standards, the Agreed Order required Chevron to conduct an RI remedial investigation (RI) and feasibility study (FS) and implement the recommendations of the FS in a Cleanup Action Plan (CAP).  Chevron wrote the draft RI report in 2015.  Data in the report showed that TPH levels were below the Model Toxics Control Act (MTCA) Method B soil cleanup levels and no other TPH contamination remained at the site.

Chevron sampled groundwater between 1990 and 1995 and again between 2004 and 2015.  Groundwater sampling stopped in 2015 after more than eight quarters showed TPH contamination was below MTCA Method A groundwater cleanup levels.

Since the cleanup meets state standards, a Feasibility Study, which is typically written as part of the cleanup process is not required to evaluate cleanup alternatives.  Therefore, the preferred cleanup alternative of the site of the CAP is no further action.

Current Status

The Washington Department of Ecology (Ecology) held a public comment period between December 23, 2018, and January 23, 2019.   No comments were received. Ecology will finalize the Remedial Investigation and Cleanup Action Plan reports and remove the site from the Hazardous Sites List.  


Site Description

The former Chevron Bulk Terminal (site) was a bulk fuel facility that was decommissioned in 1983. The site is located at 612 SE Union Street in Camas, Washington and is bordered by the Burlington Northern railroad to the north, a post office to the east, a light-industrial company to the south, and a residential area to the west.  Drinking water wells for the City of Camas are about 250 feet north and about 1,000 feet southeast of the property.  The property is 800 feet southeast of the Washougal River and 1,700 feet north of the Columbia River.  The surrounding area is zoned as Heavy Industrial.  Nearby businesses include manufacturing, fabrication, processing, bulk handling and storage, research facilities, warehousing and heavy trucking. In 1994, Chevron sold the property to Triangle Resources who uses the property for wood recycling. 

From 1984 to 1994, Chevron and Triangle Resources removed several above-ground and underground fuel storage tanks, some pumps, piping, and buildings.

Chevron conducted several environmental investigations between October 1987 and June 2015.  These investigations included soil borings, monitoring wells installation, soil excavation, and soil and groundwater sampling.  In 1994, Chevron excavated approximately 830 cubic yards of total petroleum hydrocarbons (TPH) contaminated soil. Investigation results show TPH contamination in the gasoline and diesel carbon ranges above the Model Toxics Control Act (MTCA) Method B cleanup levels in soil near the following former structures: 

  • loading racks 
  • warehouse
  • pumps
  • garage
  • above ground storage tanks
  • sump pit
