Site Description
Background: The former Chevron property operated as a bulk fuel tank farm from 1946 to 1988. The facility was expanded to its present boundaries between 1946 and 1963 by the placement of fill in the intertidal zone. While operating as a commercial fueling facility, underground diesel and gasoline fuel piping led to leaks and subsurface contamination. All of the aboveground structures were removed in 1988, when the contamination was discovered. The City of Bremerton (City) purchased the property in 2005 and the City plans to include the property in its development of the adjacent Evergreen Rotary Park. It is currently vacant land.
Investigation and cleanup activities have been conducted at the Site since the tank farm was decommissioned in 1988, but significant contamination remained when the City purchased the Site. RI/FS sampling began under the first Agreed Order in 2007, and Interim Action cleanup activities were conducted by the City and Ecology beginning in 2008. Contaminants that remain consist of total petroleum hydrocarbons-gasoline (TPH-G), total petroleum hydrocarbons-diesel (TPH-D), polycyclic aromatic hydrocarbons (PAHs) and gasoline, benzene, ethylbenzene, toluene, and xylenes. The following contaminants have also been found in upland soils and/or groundwater since 2008, exceeding Model Toxics Control Act (MTCA) cleanup levels: TPH-G, TPH-D and benzene.

Contaminants that remain consist of total petroleum hydrocarbons-gasoline (TPH-G), total petroleum hydrocarbons-diesel (TPH-D), polycyclic aromatic hydrocarbons (PAHs) and gasoline, benzene, ethylbenzene, toluene, and xylenes. The following contaminants have also been found in upland soils and/or groundwater since 2008, exceeding Model Toxics Control Act (MTCA) cleanup levels: TPH-G, TPH-D and benzene.
Status: The Interim Action was completed at the Site in 2011 and consisted of excavation and removal of soil “hot spots” in upper parts of the Site and in-place chemical treatment of soils in lower parts of the Site. Using natural attenuation, it is expected that MTCA Method A standards for groundwater may be met in five years.
At the Site, all anticipated constructed cleanup was completed through the Interim Action between 2009 and 2011. The effectiveness of the Interim Action will be quantified and confirmed through groundwater monitoring, identified as the cleanup action. It is anticipated that once groundwater concentrations reach cleanup levels at the point of compliance groundwater monitoring will be discontinued. Additionally, institutional controls will be implemented to reduce exposure risk for contaminants remaining in site soil and groundwater.
Ecology and the City of Bremerton have entered into an agreement for Site actions. The proposed agreement, called an Agreed Order, is the second legal document between Ecology and the City to provide for remedial action at the Site. The second Agreed Order describes the actions that the City agrees to perform on the Site, including carrying out the cleanup action and groundwater monitoring. The second Agreed Order, covering the Draft RI/FS and DCAP, and Draft Public Participation Plan is available for public comment and review from July 23 to August 24, 2012.

Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
