Cleanup Complete

Ecology decided cleanup is complete at this cleanup site after as much contaminated soil as possible was removed and groundwater samples met water quality standards. Remaining contaminated soil that couldn’t be removed without damaging buildings or utilities was capped with a protective liner and a drainage system was installed to direct rain and snow melt away. An environmental covenant was filed to document the remaining soil contamination.

Site History

The Avista Corporation used the property as a garage facility for their vehicles.

Cleanup began in 1994 with the removal of hydraulic lifts within the garage building and partial removal of soil impacted with diesel- and oil-range petroleum hydrocarbons and polycyclic aromatic hydrocarbons (PAHs).

About 3,792 tons of additional soil was removed when the garage building was demolished in 2018, but full removal was not possible without impacting the structural integrity of nearby buildings and utilities. A geosynthetic liner was installed to cap the residual contaminated soil, and a drainage pipe trench was constructed to divert stormwater to an onsite infiltration basin. Five groundwater monitoring wells were installed and sampled quarterly from December 2019 through February 2021, which showed that remaining soil contamination was not affecting groundwater quality. An environmental covenant was recorded with Spokane County in April 2022 to document the cleanup and restrict site use to avoid exposing remaining soil contamination.

Ecology then decided that no further action is required to clean up contamination at the property.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
