Site Description
The Tiger Oil Summitview site is located at 5511 Summitview Road in Yakima, Washington. The site operated as a retail gasoline station and convenience store from approximately 1965 until it closed in 2001. A release of petroleum products was discovered during the removal of underground storage tanks (USTs) in 2005. Petroleum contamination was confirmed for soil and groundwater at the site.
What Was Done
Three USTs were removed from the property in 2005; underground fuel delivery lines were drained, filled with quick setting cement, and capped. Soil contaminated with petroleum products was discovered during the removal and was used to backfill the tank excavations.
In April 2014, site assessment activities were conducted at the site. Supplemental studies were completed in 2015. Soil samples were collected and analyzed; soil analytical results revealed the presence of gasoline constituents exceeding Ecology’s Model Toxics Control Act (MTCA) Method A soil cleanup levels. Three groundwater monitoring wells were also installed and sampled during this site assessment. Groundwater analytical results also revealed the presence of gasoline constituents exceeding Ecology’s MTCA Method A groundwater cleanup levels.
In 2016, the owners recorded an environmental covenant restricting the use of groundwater at the site as well as restricting uses of the property that may expose or mobilize hazardous materials contained beneath the surface. They also will continue to test sampling groundwater at the site annually for a minimum of five years.

Cleanup Complete
Based upon cleanup activities and the recording of the environmental covenant, Ecology has determined the site is no longer a threat to human health and the environment. Ecology issued a no further action determination in July 2016.

Periodic Review
WAC 173-340-420(2)6 requires Ecology to conduct a periodic review of certain sites every five years. The review is intended to examine the effectiveness of cleanup activities and to assure the continued protection of human health and the environment. For this site, a periodic review is required because an institutional control is required as part of the cleanup action.
Periodic review results
During the site visit Ecology conducted in March 2021, the contaminated portion of the property is now located beneath the new building and adjacent asphalt pavement. The remainder of the Site is covered by an asphalt parking lot. The pavement was in good condition. Ecology has not received documentation that indicates proper soil handling procedures were followed during recent construction at the site; however, the current configuration of the site continues to prevent exposure to contaminated soils and remains protective of human health and the environment.
Soil cleanup levels have not been met at the site; however, the cleanup action is determined to comply with cleanup standards under WAC 173-340-740(6)(f), since the long-term integrity of the containment system is ensured and the requirements for containment technologies have been met.
The covenant for the property is in place and is effective in protecting human health and the environment from exposure to hazardous substances and the integrity of the cleanup action.
Based on the periodic review, Ecology has determined that the requirements of the environmental covenants are being followed. No additional remedial actions are required by the property owner. It is the property owner's responsibility to continue to inspect the site to assure that the integrity of the cap is maintained.

Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
