Status

Ecology held a comment period (February 12 - March 13, 2021) to delist the Site from the Hazardous Sites List.  Ecology did receive comments during the comment period.  Ecology reviewed the comments and determined that the cleanup actions at the Site meets state cleanup standards. This Site is now delisted from the Hazardous Sites List.

The Site will have an environmental covenant filed with its property records. The covenant will require long-term monitoring of groundwater for arsenic.

A periodic review by Ecology will be conducted every five years to ensure compliance requirements are met with the Consent Decree.

Wesmar Company, Inc site (Former Wesmar Ballard Facility) is located at 1401/1451 Northwest 46th Street in Seattle, Washington. The property is located in a commercial/industrial area in the Ballard neighborhood of Seattle.

Block at Ballard II, LLC currently owns the property, which was occupied by Wesmar Company, Inc. and Color Tech. Inc. between 1979 and 2007. Wesmar was a chemical product manufacturer and distributor, and Color Tech was a metal coating service. The Pacific Coast Pipe Company operated at this site from approximately 1906 to 1917, and included use and storage of creosote (a wood preservative).


The property is now a multi-story mixed-use commercial/retail complex with street level parking and one floor of underground parking lot.

The Model Toxics Control Act (MTCA) is Washington’s environmental cleanup law.  It provides requirements for contaminated site cleanup and sets standards that protect human health and the environment.  Ecology enacts the MTCA and oversees cleanups.

The MTCA site cleanup process is completed in steps over a variable timeline. 

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
