Ecology received the Remedial Investigation/Site Characterization and Vapor Intrusion Investigation reports on March 10, 2021.  Ecology issued an opinion letter regarding the status of the Site characterization and cleanup on June 24, 2021.  This Site is in the Voluntary Cleanup Program (VCP).

The property was initially occupied by a residence prior to 1922, when a two-story building with a daylight basement was constructed.  Dry cleaning, fabric dyeing, and leather tanning activities began in 1932 and continued until 1971, followed by operation of a commercial laundry until the early 2000s.  The property is currently used by a cider company, restaurant, art gallery, and performing arts theater.

Three underground storage tanks (USTs) formerly located on the property contained fuel oil gasoline, and dry cleaning solvent.  One UST was closed in place in 1992 and the other two USTs were removed in 2010.  Site investigations completed from 2011 through 2019 confirmed the presence of contamination in soil, groundwater, and indoor air above Model Toxics Control Act cleanup levels.

The Model Toxics Control Act (MTCA) is Washington’s environmental cleanup law. It provides requirements for contaminated site cleanup and sets standards that protect human health and the environment. Ecology enacts the MTCA and oversees cleanups.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as sites Ecology manages under legal orders.
