What Is The Yakima Railroad Area?
Frank Wear Cleaners is a part of the Yakima Railroad Area (YRRA). The Yakima Railroad Area is approximately six square miles in size and includes parts of the cities of Yakima and Union Gap. The Yakima Railroad Area groundwater is contaminated with tetrachloroethylene (PCE or PERC) from past industrial use, and is centered around the railroad/industrial corridor of the greater Yakima area. PCE is a manufactured chemical that is widely used for dry cleaning of fabrics and for metal-degreasing. It is also used to make other chemicals and is used in some consumer products.
Exposure to PCE can be from the air, chemical use, soil, or water. PCE can affect the kidneys, liver, nervous system, and reproductive system, as well as unborn children. There is also an increased risk of certain types of cancer.

Site Description
Frank Wear Cleaners was a dry cleaner that operated from the early 1940’s to 2000 in Yakima. Over the years, releases of the dry-cleaning solvent, tetrachloroethylene (also known as perchloroethylene, PCE, or perc) contaminated soil and groundwater at the site. The area of contamination extends off-property approximately within the block, bounded north/south by West Chestnut Street and West Walnut Street and east/west by South 3rd Avenue and South 4th Avenue. PCE contamination is present at the site in the soil, soil vapors, and groundwater. PCE is a potentially cancer-causing chemical. What's Been Done?
In 1985, Ecology was informed of illegal dumping of PCE at Frank Wear Cleaners. Ecology returned in 1987 for another inspection and multiple dangerous waste violations were present. Soil samples were taken on-site and revealed high levels of PCE and other volatiles. The environmental consultant recommended that soil contamination at the site should be further evaluated, especially groundwater sampling.
In 1988, Ecology took groundwater samples and found PCE above state cleanup levels. In 1994, 310 tons of contaminated soil were removed at the site. The Frank Wear Cleaners’ building was demolished in 2001, and an additional 432 tons of contaminated soil were removed.
In 2011, Ecology learned that a daycare center operated on the site and was concerned about the threat to children from the PCE vapors in the air. Ecology performed indoor air sampling at the daycare and determined that an interim action was needed to reduce the concentration of PCE vapors in the building. In 2012 a soil vapor extraction (SVE) system was installed to prevent contaminant vapors from getting into the daycare. The SVE system is still operating today.
From 2014 to 2015, a groundwater treatment system was installed at the site but was shut down due to funding availability.
In 2023, air sampling determined that the SVE system was continuing to prevent vapors from entering the daycare.

More work needs to be done at the site to clean up soil and groundwater contamination.
Ecology is entering into a consent decree, a legal agreement filed in court between the Washington State Department of Ecology and a person or company responsible for pollution. The consent decree includes a plan for how the cleanup will be done, a schedule for the work, and rules to make sure the work is done safely and correctly.

Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.

After the public comment period ends, Ecology will review and respond to comments received and will hold a public meeting if 10 or more people request one. After review and consideration of comments received, the Consent Decree will become final.
